Unfortunately, the mentioned feature is not available, however, you can achieve something in that manner by setting up a Gradient Color for your Block ( Block Settings > Block Background > Background Color > Gradient ) and enable the 'Header Overlapped' option for your Header Block in the Header Settings. That way, it will scroll down and overlap the gradient block underneath and will create a fading illusion.
